India to Implement Mandatory BIS Certification for 3 Chemicals

The QCO shall mandate the manufacturer of these 3 chemicals to apply for Grant of License by Bureau of Indian Standard to use the Standard Mark.

On July 26, 2024, three chemicals were notified by the Department of Chemicals & Petrochemicals (DCPC) to WTO to include into ISI (Scheme-I) of BIS mandatory list. 

The three chemicals in question are: 

  • H Acid1 (HS Code - 29222160)

  • K Acid(HS Code - 29214590)

  • Vinyl Sulphone3 (HS Code - 29041090)


1. H Acid, also known as 1-amino-8-naphthol-3,6-disulfonic acid, is an intermediate chemical used in the production of various dyes. 

2. K Acid, also known as 2-Naphthylamine-3 : 6 : 8-trisulfonic acid, is an ammonolysis product that is a water soluble, stable compound with a sulfonic acid functional group. 

3. Vinyl Sulphone is an organic chemical used in the production of reactive dyes. These dyes are used in the textile industry to colour fabrics.

The QCO does not apply to chemicals for export only(click here to see more about exemption). The locally manufactured or imported product shall conform to the corresponding Indian Standard and shall bear the Standard Mark under license from the Bureau of Indian Standards (BIS) as per Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. The notification will be circulated for a 60-day comment period. The adoption date is yet to be decided. The QCOs shall enter into force 6 months from date of adoption.
