China Notifies WTO of New Mandatory Standard for Dangerous Goods Packaging

This national mandatory standard is expected to be in force 12 months after approval, targeting packaging containing a variety of dangerous goods.

On June 19, 2024, the State Administration for Market Regulation of China notified WTO of the draft national mandatory standard “GB XXXXX-XXXX Packaging for dangerous goods - Safety technical code for packaging containing a variety of dangerous goods” to solicit public comments. The consultation period will be due by August 18, 2024. Once it’s adopted, it will come into effect 12 months after approval.

This draft standard was issued by the Chinese Ministry of Industry and Information Technology (MIIT) for public consultation in June 2023 (CL news). The notification to WTO this time is to further consult on its practicality and feasibility. There's no difference between the 2023 draft and the draft notified to WTO this time.

This draft standard specifies classification, code for designating types and marking of packaging, transport marking and labelling, packaging requirements of dangerous goods and packages, and special requirements of dangerous goods packed in limited quantities and excepted quantities. More specifically,

  • The packaging group level of combination packaging shall be determined based on the highest packaging requirement of the packaged dangerous goods.

  • If the hazard is already reflected on the primary hazard label, then affixing a subsidiary hazard label is unnecessary.

  • Specific dangerous goods should be affixed with specific labels, such as "Environmentally Hazardous Substance" label (features a fish and a tree), "Orientation Arrows" labels, and "Lithium Battery" label.

It applies to combination packaging containing a variety of dangerous goods. It does not apply to:

  1. Packaging with a net weight exceeding 400kg;

  2. Packaging containing liquids with a capacity greater than 450L, but excluding combination packaging;

  3. Packaging containing dangerous goods classified as Division 6.2 Infectious Substances;

  4. Packaging containing dangerous goods classified as radioactive materials;

  5. Gas spray equipment, gas containers, pressure vessels, cryogenic vessels.
