On March 16, 2026, China's State Administration for Market Regulation notified the WTO of 14 national standards for the hazardous properties inspection of dangerous goods. The notifications include a general specification and specific codes for different hazardous properties. The proposed date of entry into force for these standards is three months after their approval, and the final date for comments is May 15, 2026.

These revisions to 14 national standards aim to align their 2004 versions with the latest edition of the UN Recommendations on the Transport of Dangerous Goods - Model Regulations (Rev. 23). The general specification (GB 19458-XXXX) covers terms, definitions, classifications, requirements, testing, labeling, and inspection rules for dangerous goods. The other 13 specific standards detail the hazardous properties inspection requirements for different hazardous properties of dangerous goods. These draft revisions were previously made public for domestic consultation on February 7, 2026 (consultation page).
These changes will affect manufacturers, producers, and entities involved in the transport, sale, and use of dangerous goods. They will need to comply with updated testing requirements, such as flash point, initial boiling point, solvent separation, and viscosity tests for flammable liquids, as well as acute oral, dermal, and inhalation toxicity tests for toxic substances. Considering that these standards generally align with UN RTDG (Rev.23) and update referenced documents and labeling requirements, relevant enterprises are advised to conduct gap assessments and prepare for changes in labeling and inspection processes as early as possible. Providing professional feedback during the consultation period is also recommended to advocate for more actionable implementation conditions for future compliance.
