Updates:
On June 26, 2023, China notified WTO of the draft revisions to GB 6944 Classification and code of dangerous goods and GB 12268 List of dangerous goods. Comments are welcome within 60 days from notification.
According to the WTO notifications (G/TBT/N/CHN/1731 and G/TBT/N/CHN/1732), these two drafts are expected to take effect 12 months after publication. Public consultations have been opened for them in China from March 1 to May 8 of 2023. For more details, see the previous article below.

China’s National Public Service Platform for Standards Information issued a notice on March 1, 2023, seeking public comments on draft revisions to two national mandatory standards, including:
GB 6944 Classification and code of dangerous goods
GB 6944 applies to the basic classification, sub-division, and numbering rules for dangerous goods transportation, regardless of the mode of transportation (water, land, rail, or air) in China.
GB 12268 List of dangerous goods
GB 12268 lists the most common dangerous goods during the process of transport, storage, sale, distribution and other related activities, which is intended to cover, as far as practicable, all dangerous substances and articles of commercial importance.
These two standards were first released in 2005 and revised in 2012. They help standardize the system for dangerous goods transportation, storage, distribution, and other related activities in China. To be in line with the UN Recommendations on the Transport of Dangerous Goods - Model Regulations (Rev. 22), the UN Manual of Tests and Criteria (Rev. 7), and other relevant regulations and technical standards in China, the authority drafted the revisions to solicit public feedback. The period for comments will end on May 8, 2023. Once adopted, the revised standards are expected to take effect 12 months after publication and replace their 2012 versions.
Proposed updates
Add table of Packaging Group III viscosity and flash point requirements* for the classification of viscous flammable liquids with a flash point below 23°C. *The table is consistent with that in the JT/T 617-2018 Regulations Concerning Road Transportation of Dangerous Goods.

Add definitions for ‘pyrotechnic substances’, ‘desensitization’, ‘gas adsorption’, ‘asphyxiant gases’, ‘oxidizing gases’, etc.
Add principles for shipping samples, categorization of reactive substances, hazard classification for lithium battery packs (if meet the criteria, they may be designated as UN3090, 3091, 3408, or 3481), etc.
Add rules for the assignation of code and name of dangerous goods.

Add 59 items to Table 2 - List of dangerous goods, i.e., UN0510 ~ UN0513, UN3496 ~ UN3550.
Add rules for limited quantities and expected quantities, as well as packing requirements.
