China On November 22, 2024, Chinese Premier Li Qiang presided over a State Council executive meeting, which discussed the draft law on hazardous chemicals safety. This draft law was approved to be submitted to China’s top legislature, the Standing Committee of the National People’s Congress (NPCSC), for deliberation. The legislative process of the Law on Safety of Hazardous Chemicals has advanced further. (Read more)

Japan, South Korea and India On November 15, 2024, Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI), and Ministry of the Environment (MOE) jointly issued the Ministerial Order No. 4 of 2024, designating 138 PFOA-related compounds as Class I Specified Chemical Substances under the Chemical Substances Control Law (CSCL). These compounds are listed as Item No. 35 on the Class I Specified Chemical Substances List and will come into effect on January 10, 2025. (Read more)

Singapore, Australia and New Zealand
By circular issued on November 12, 2024, the NEA announced the specific exemptions for Dechlorane Plus and UV-328 after careful consideration. The NEA has imposed a ban on the manufacture, import and export of these two POPs and products containing them. They will not be allowed in Singapore from February 26, 2025. (Read more)

Europe On November 20, 2024, EU’s revised Classification, Labelling, and Packaging (CLP) Regulation was published on the Official Journal as Regulation 2024/2865 of The European Parliament And Of The Council of 23 October 2024 amending Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures. This Revision comes into force on December 10, 2024. (Read more)

North America and South America On November 27, 2024, the U.S. Environmental Protection Agency (EPA) released the final Risk Evaluation for Asbestos Part 2: Supplemental Evaluation Including Legacy Uses and Associated Disposals of Asbestos conducted under the Toxic Substances Control Act (TSCA). In part 2, EPA evaluated legacy uses and associated disposals of asbestos including chrysotile asbestos and five additional asbestos fiber types. Legacy uses are uses where manufacturing, processing, or distribution have ended, but there may still be asbestos present, such as floor and ceiling tiles, pipe wraps, insulation, and heat-protective textiles containing asbestos. EPA has determined that asbestos poses unreasonable risk to human health. (Read more)
