Editor's Note: This article was originally published in Sep 2024 to analyze the proposal of adding 6 chemicals to IECSC, and was updated in late November 2024 to introduce the adoption of this proposal and the addition of the other 30 chemicals to IECSC.
By two notices issued on November 25, 2024, China MEE announced the addition of 36 chemical substances to the IECSC.
Notice I
30 substances, which were previously registered under the Measures on Environmental Management of New Chemical Substances (MEP Order No. 7 of 2010), are now qualified for listing in the IECSC as existing chemical substances in China. They are now regulated as existing chemical substances in China, and thus free from new chemical registration or notification requirements under the MEE Order No.12. However, if the substance is used for industrial applications other than the permitted uses, new usage registration will be required. Details of the 30 substances are available here.
Notice II
The addition of 6 substances to IECSC proposed for public consultation in September 2024 has been adopted. Details of these 6 substances can be assessed here.
The last update to the IECSC was made on 20 May 2024, adding 41 substances (CL news).

The Chinese Ministry of Ecology and Environment (MEE) is currently soliciting comments on the addition of 6 substances to the Inventory of Existing Chemical Substances in China (IECSC). Comments are welcome before September 12, 2024.
Details of these substances can be accessed here, including chemical name (both in Chinese and English), CAS number or Series number, molecular formula, structural formula, etc. These 6 substances were manufactured in or imported into China before October 15, 2003, which fulfilled the supplementation criteria but missed the previous supplementation window. They are proposed to be regulated as existing chemical substances in China, and thus free from new chemical registration or notification requirements under the MEE Order No. 12.
