On November 20, 2024, South Korea’s National Institute of Chemical Safety (NICS) issued two notices to seek feedback on the proposed updates to the Toxic Chemical Substances List (TCSL) and the GHS Classification List. The comment period will be due by December 10, 2024.
Proposed updates
Toxic Chemical Substances List
To add 26 substances as toxic chemical substances (Given No. 2024-1-1223 ~ 2024-1-1248), which have been registered and found toxic after hazard assessment under K-REACH, including copper, copper dinitrate, benzoic acid, etc.
To delete “Zinc carbonate” from the exclusions for Given No. 97-1-91 [Inorganic zinc, salts] because it has high aquatic toxicity and meets the criteria for toxic substance designation.
Transitional measures regarding import notification, licensing requirements labeling requirements, etc. will be provided for the control of these newly designated toxic substances under K-CCA. Details can be accessed in NICS Notice No. 2024-106 and Draft Amendments to TCSL.
GHS Classification List
To add corresponding classification information, pictogram, signal words, hazard statements, M factors and UN No., etc. of 26 substances (Given No. 2024-1-1223~ 2024-1-1248), which were registered and proposed to be designated as toxic substances after hazard assessment under K-REACH.
To update classification information of one previously listed toxic substance (Given No. 2019-1-956; CAS No. 201419-80-9).
