On August 30, 2024, South Korea’s National Institute of Chemical Safety (NICS) adopted the proposed updates to the Toxic Chemical Substances List (TCSL) and the GHS Classification List. The updated TCSL will come into force three months after its publication. The amendments to GHS Classification List took effect immediately.
Updates to TCSL
Ten substances are now designated as toxic chemical substances (Given No. 2024-1-1213 ~ 2024-1-1222), which were registered and found toxic after hazard evaluation under K-REACH. Their chemicals names, CAS numbers, and concentration limits in mixtures are shown below.

The chemical name and/or CAS number of two toxic chemicals (Given No. 2017-1-762 and 2022-1-1095) that were previously listed in the TCSL have been updated.

Manufacturers, importers and handlers, who have operated businesses involving the 10 new toxic substances and mixtures containing them before the effective date, shall complete relevant obligations under the Chemical Control Act (K-CCA) within the deadlines specified. More specifically,
By July 1, 2025
Manufactures or importers shall submit a ‘Written Confirmation of Verification on Chemical Products’ as per Article 9 of K-CCA.
Handlers shall complete updating the labels of these toxic substances as per Article 16 of K-CCA.
Importers shall submit importation notification as per Article 20 of K-CCA.
By January 1, 2026
Handlers shall meet the criteria for handling toxic substances as per Article 13 of K-CCA and Annex 1 of K-CCA Enforcement Rules.
By January 1, 2027
Enterprises who install and operate relevant handling facilities shall prepare the chemical accident management plan as per Article 23 of K-CCA.
Handlers shall obtain the corresponding business license as per Article 28 of K-CCA.
By January, 2029
Enterprises which install and operate relevant handling facilities shall meet the standards for the establishment and management of such handling facilities as per Article 24 of K-CCA and Annex 5 of K-CCA Enforcement Rules.
Updates to GHS Classification List
Include corresponding classification information, pictogram, signal words, hazard statements, M factors and UN No., etc. of 10 newly designated toxic substances (Given No. 2024-1-1213 ~ 2024-1-1222).
Assign new chemical name and/or CAS numbers to two toxic chemicals (Given No. 2017-1-762 and 2022-1-1095) in line with the updates to the TCSL.
Update classification information of four toxic chemical substances (Given No. 97-1-145, 2017-1-785, 2018-1-837, 2021-1-1068).
