According to the Gazette dated on December 18, 2024, Japan designated UV-328, Methoxychlor and Dechlorane Plus as Class I Specific Chemical Substances through a revision of the Enforcement Ordinance of the Chemical Substance Control Law (CSCL). The details align with the proposed draft from November 2024, while clarifying the specific implementation timeline.
Their manufacture, import and use would be prohibited in principle, except for "essential uses", taking effect on February 18, 2025. Additionally, import bans on certain products will take effect on June 18, 2025.
Proposed draft in Nov 2024 Following an initial consultation in December last year, Japan issued a formal consultation on November 7, 2024, regarding the designation of UV-328, Methoxychlor and Dechlorane Plus as Class I Specific Chemical Substances under the Chemical Substance Control Law (CSCL). In principle, the manufacture, import and use of these chemical substances will be prohibited. However, for Dechlorane Plus, the authority plans to offer “essential use” exemptions, allowing its use in the production of thermal insulation materials for specific equipment as stipulated under the Act for Establishment of the Ministry of Defense, until February 26, 2030. In addition, the authority proposed to implement import bans on certain products that contain Dechlorane Plus and UV-328. The specific product categories subject to the import ban are as follows:
The proposed amendments will be made through a revision of the Enforcement Ordinance of CSCL, which is expected to be finalized and published by the end of 2024. As planned, the bans on these substances will come into effect in February 2025, while the import bans on certain products will take effect from June 2025. |
