Global Chemical Regulation Highlights | December 2024

In December of 2024, China released the draft Law on Hazardous Chemicals Safety for public consultation. Japan banned UV-328, Methoxychlor, and Dechlorane Plus starting from February 18, 2025. Thailand DIW proposed to regulate Dechlorane Plus and UV-328 as Type-3 Hazardous Substances. Australia prohibited the manufacture, import, export, or use of HCB, PCBs, and PCTs from July 1, 2025. EU Consults on Reporting Requirements of Microplastics Restriction under REACH.

Japan, South Korea and India


According to the Gazette dated on December 18, 2024, Japan desiganted UV-328, Methoxychlor and Dechlorane Plus as Class I Specific Chemical Substances through a revision of the Enforcement Ordinance of the Chemical Substance Control Law (CSCL). Their manufacture, import and use would be prohibited in principle, except for "essential uses", taking effect on February 18, 2025. Additionally, import bans on certain products will take effect on June 18, 2025. (Read more)

Singapore, Australia, Thailand and Vietnam

 

On December 2, 2024, Thailand DIW initiated a public consultation on the proposal to list several persistent organic pollutants (POPs) in Annex 5.1 of the Hazardous Substances List. Involved POPs include: 

  • Dechlorane Plus (CAS No. 13560-89-9)

  • Syn-Dechlorane Plus (CAS No. 135821-03-3)

  • Anti-Dechlorane Plus (CAS No. 135821-74-8)

  • UV-328 (CAS No. 25973-55-1) (Read more)

Europe


On December 5, 2024, European Commission released a draft act to introduce several carcinogenic, germ cell mutagenic, or reproductive toxic (CMR) substances under Annex XVII to Regulation (EC) No 1907/2006. Under EU REACH, entries 28, 29 and 30 of Annex XVII (Restriction List) has prohibited the placing on the market and use, for supply to the general public, of substances that are classified as CMR categories 1A or 1B in Part 3 of Annex VI to CLP Regulation. (Read more)

North America


On December 3, 2024, the United States Environmental Protection Agency (EPA) finalized the amendment of the new chemical procedural regulations under the Toxic Substances Control Act (TSCA). These amendment will improve the efficiency of EPA's reviewing process and align with the 2016 bipartisan TSCA Amendment under the Frank R. Lautenberg Chemical Safety for the 21st Century Act, and update the regulations based on existing policies and experience implementing the New Chemicals Program.  (Read more)
