On December 10, 2024, ECHA released the draft Community Rolling Action Plan (CoRAP) for the year 2025-2027. The draft has been submitted to the Member State Competent Authorities and the ECHA Member State Committee on November 28, 2024. It is expected to be adopted and published by ECHA on March 25, 2025.
Substance evaluation is the process under REACH Regulation (EC) No 1907/2006 (Articles 44 to 48) that allows generation of information for clarification of such potential risks. The CoRAP is a list of prioritized substances for evaluation over a period of three years. Member States evaluate substances listed in the CoRAP to clarify whether their use poses a risk to human health or the environment.
The list contains 31 substances, including 13 new substances compared to the current CoRAP 2024-2026; 8 substances are being planned for evaluation in 2025, 15 substances for evaluation in 2026 and 5 substances for evaluation in 2027.
Here is a list of 8 substances proposed to be evaluated in 2025:
| Substance Name | EC/List No. | CAS No. | Initial Grounds for Concern | Source | Member State |
| Acrylic acid, monoester with propane-1,2-diol | 247-118-0 | 25584- 83-2 | suspected C, suspected M, suspected sensitiser, wide dispersive use, exposure of workers, high RCR, high (aggregated) tonnage, other exposure/risk based concern | already in CoRAP | France |
| Oligomerisation products of beta-pinene | 701-246-8 | - | suspected PBT/vPvB, consumer use, exposure of environment, wide dispersive use | already in CoRAP | Spain |
| Oligomerisation products of alpha-pinene and beta-pinene | 701-463-8 | - | suspected PBT/vPvB, consumer use, exposure of environment, wide dispersive use | already in CoRAP | Spain |
| Tris(2-ethylhexyl) phosphate | 201-116-6 | 78-42-2 | suspected C, potential endocrine disruptor, wide dispersive use, consumer use, exposure of workers, exposure of environment | new | France |
| Triethyl phosphate | 201-114-5 | 78-40-0 | suspected C, suspected M, suspected R, potential endocrine disruptor wide dispersive use, consumer use, exposure of workers, exposure of environment, high (aggregated) tonnages | new | France |
| [3-(2,3- epoxypropoxy)propyl]dimethox ymethylsilane | 265-929-8 | 65799-47-5 | suspected M exposure of workers | new | Italy |
| [3-(2,3- epoxypropoxy)propyl]diethoxy methylsilane | 220-780-8 | 2897-60-1 | suspected M exposure of workers | new | Italy |
| Potassium dicyanoargentate | 208-047-0 | 506-61-6 | suspected R, potential endocrine disruptor, other suspected human health hazard, wide dispersive use exposure of workers exposure of environment | new | Netherlands |
Based on the substance evaluation results, the Member States may conclude that the risks are sufficiently under control. Otherwise, it may lead to the proposal of EU-wide risk management measures such as restrictions, identification of substances of very high concern or other actions outside the scope of REACH e.g. harmonised classification.
