ECHA Updates REACH Evaluation Statistics in 2025

ECHA's updated 2025 REACH evaluation statistics show intensified compliance checks and substance evaluations.

On February 27, 2026, the European Chemicals Agency (ECHA) released its updated annual statistics regarding the progress of dossier and substance evaluations under the REACH regulation.

The agency reported that between 2009 and 2025, it successfully checked the compliance of more than 30% of substances registered before 2019 at volumes of at least 100 tonnes per year.

In 2025 specifically, ECHA conducted 214 compliance checks(190 full and 24 targeted) covering nearly 1,200 registrations and addressing 196 individual substances with a specific focus on REACH registration dossiers with potential data gaps. Notably, an assessment of 13 dossiers from companies opting out of joint submissions revealed that almost all were non-compliant.

Outputs of initial dossier evaluations in 2025

ECHA performed 190 full compliance checks (CCHs) and 108 testing proposal examinations (TPEs), covering 274 unique substances. The selection of registrations for compliance check was mainly based on (groups of) substances raising potential hazard- or exposure-based concerns. ECHA adopted 323 decisions: 208 on the compliance checks (full and targeted) and 115 on testing proposal examinations.

Substance evaluation outcomes in 2025

In 2025, formal evaluations were concluded for 14 substances, leading to recommendations for further risk management measures in 12 cases, while the remaining 2 were deemed to have adequate controls in place (or did not need any). In addition, ECHA adopted 12 substance evaluation decisions. The evaluating Member States have assessed 10 new substances and completed their follow-up evaluations for 7 substances.

Compliance Requirements and Deadlines

For substances where data gaps were identified, ECHA has issued legally binding decisions with specific deadlines for submitting test results. Based on the list of substances evaluated and requests issued in 2025, the deadlines for compliance vary significantly depending on the complexity of the testing required:

  • Short-term deadlines: Some administrative or simpler testing updates have deadlines in late 2026 or 2027.

  • Long-term deadlines: Complex studies, such as the Extended One-Generation Reproductive Toxicity Study (EOGRT) or long-term aquatic toxicity tests, have deadlines extending into 2028, 2029, and as late as February 2030.

Registrants receiving decisions must review the "Final Decision Endpoints requested" and strictly adhere to the "Deadline Given to the Registrant" to avoid enforcement actions by national authorities.
