Global Chemical Regulation Highlights | December 2023

In December of 2023, China released the revised provisions on the Administration of the Road Transport of Dangerous Goods. Japan consulted on banning methoxychlor, dechlorane plus and UV-328. South Korea proposed to introduce DBP, BBP and DEHP in K-REACH Authorization List. Turkey extended KKDIK registration deadlines. Malaysia published checklist for import and export of environmentally hazardous substances. India updated user manual for its chemical inventory platform. New Zealand proposed to amend Hazardous Substances (Importers and Manufacturers) Notice.

China

 

By a circular issued on December 4, 2023, the Chinese Ministry of Transport (MoT) announced the revised Provisions on the Administration of the Road Transport of Dangerous Goods, which took effect immediately. The Provision was initially issued on July 12, 2005, and has undergone four subsequent revisions in 2013, 2016, 2019, and 2023. Its most recent revision was adopted on November 10, 2023, and has been recently made public. (Read more)

South Korea and Japan

 

South Korea’s Ministry of Environment (MoE) recently concluded the solicitation of comments on the proposal for prioritizing the inclusion of DBP (CAS No. 84-74-2), BBP (CAS No. 85-68-7) and DEHP (CAS No. 117-81-7) in the Authorization List under K-REACH. By the MoE Notice No. 2023-554, stakeholders were invited to submit their comments or information associated with these chemicals from October 6, 2023 to December 4, 2023. (Read more)

Australia, New Zealand, Malaysia, India and Turkey

 

With the approaching KKDIK registration deadline of December 31, 2023, the Turkish Minister of Environment, Urbanisation and Climate Change(MoEUCC) revised the KKDIK Regulation (Turkey REACH) on December 23, 2023 to gradually extend the registration deadlines based on tonnage and hazard classification. (Read more)

European Union and United Kingdom


In a recent development, the Council and the European Parliament have reached a provisional agreement regarding the amendment of Regulation (EC) No 1272/2008 on the classification, labeling, and packaging of substances and mixtures (CLP Regulation). This revision, alongside the planned update of the REACH Regulation, holds significant importance as part of the Chemicals Strategy for Sustainability, a key building block of the European Green Deal. North America

 

On December 14, 2023, the U.S. Environmental Protection Agency (EPA) announced that it is beginning the process to prioritize Acetaldehyde, Acrylonitrile, Benzenamine, 4,4’-Methylene bis(2-chloroaniline), and Vinyl Chloride for risk evaluation under the nation’s premier chemical safety law. If, during the 12-month long statutory process, EPA designates these five chemicals as High Priority Substances, EPA will then begin risk evaluations for these chemicals. (Read more)
