China Issues 2024 Catalogue of Dual-use Items and Technologies Subject to Import and Export Licensing

Chemicals concerning gallium, germanium and graphite are added to the 2024 Catalogue as special dual-use items subject to export licensing.

By a circular issued on December 29, 2023, the Chinese Ministry of Commerce and the General Administration of Customs made public the 2024 Catalogue of Dual-Use Items and Technologies Subject to Import and Export Licensing (hereinafter referred to as ‘2024 Catalogue’), which took effect on January 1, 2024. The 2023 version was repealed at the same time.

The items and technologies listed in this catalogue are regulated following the Measures of Dual-Use Items and Technologies Subject to Import and Export License Administration and other relevant laws and regulations. Compared with the 2023 version, there are no significant changes of chemicals subject to both import and export licensing, i.e., 54 entries in Precursor Chemicals I and those chemicals listed in the monitoring inventory under the Regulations on Administration of Chemicals Subject to Supervision and Control. They are all covered in the 2024 Catalogue.

In addition, chemicals concerning gallium, germanium and graphite are added to the 2024 Catalogue as special dual-use items subject to export licensing. Main entries in the 2024 Catalogue (consists of two parts) are summarized as the table below. Updates are marked in red.

2) Items and technologies listed in the Export Control List of Nuclear-Related Dual-Use Items and Related Technologies - 196 entries, deleting 8 entries that were previously subject to temporary control

3) Radioisotopes - 10 items, except for exempted radioisotopes and their compounds

3) Items and technologies listed in the Export Control List of Biological-Related Dual-Use items and Related Technologies and Equipment - 144 entries

4) Items and technologies included in the List of Commercial Cryptography under Import Licensing - 4 entries

4) Chemicals listed in the monitoring inventory under the Regulations on Administration of Chemicals Subject to Supervision and Control - 74 entries

5) Items and technologies listed in the Export Control List of Relevant Chemical Products and Affiliated Equipment and Technologies - 38 entries

8) Precursor chemicals II - 17 entries, restrictions imposed on exports to specific countries (e.g., Laos, Burma, Afghanistan)

9) Selected dual-use items and technologies - 13 entries, adding 7 new items regarding unmanned aerial vehicles

10) Special civilian items and technologies – 27 entries, adding 16 more entries regarding gallium, germanium and graphite

11) Items and technologies included in the List of Commercial Cryptography under Export Licensing – 11 entries

12) Unmanned aerial vehicles - 1 entry
