China Issues 2026 Catalogue of Dual-use Items and Technologies Subject to Import and Export Licensing

New designations and adjustments have been made to the entries concerning precursor chemicals and monitored chemicals.

On December 31, 2025, the Ministry of Commerce and the General Administration of Customs co-issued the 2026 Catalogue of Dual-use Items and Technologies Subject to Import and Export Licensing (hereinafter referred to as the 2026 Catalogue). The new catalogue took effect from January 1, 2026, replacing the 2025 version.

Overview

This catalogue has been adjusted and released in accordance with the Export Control Law of the People's Republic of China, the Regulations of the People's Republic of China on Export Control of Dual-Use Items, the Administrative Measures for the Import and Export License for Dual-use Items and Technologies, the Export Control List of Dual-Use Items, and the 2026 Customs Tariff of the People's Republic of China.

The joint announcement clarifies that the import and export of items and technologies listed in the catalogue require a dual-use item and technology import/export license in accordance with the law. This requirement applies regardless of whether the specific HS Code is explicitly listed in the catalogue, provided the item matches the description. For commodities where the Customs Commodity Number has been adjusted, previously issued import and export licenses for dual-use items and technologies remain valid within their original validity period until March 31, 2026. In cases of inconsistency between the commodity names/descriptions in this catalogue and relevant laws, administrative regulations, or the "Export Control List of Dual-Use Items," the latter legal documents and lists shall prevail.

1) Dual-use items listed in the Export Control List of Dual-use Items - 846 entries (Entries 255 ~ 311 are monitored chemicals with subdivision)

*The content of this sub-list is updated, including 81 more dual-use items.

2) Precursor chemicals - 63 entries, adding 2 precursor chemicals newly designated in June 2025 (read more)

3) Radioisotopes - 10 entries, except for exempted radioisotopes and their compounds

3-2) Precursor chemicals restricted to be exported to specific countries (e.g., United States, Mexico, Canada) - 13 entries, newly designated in November 2025 (read more)

4) Items and technologies included in the List of Commercial Cryptography under Import Licensing - 4 entries
