China Issues 2023 Catalogue of Dual-use Items and Technologies Subject to Import and Export Licensing

Potassium perchlorate is added in the 2023 Catalogue and requires the Dual-use Items and Technologies Export License.

On December 30, 2022, the Chinese Ministry of Commerce and the General Administration of Customs issued the 2023 Catalogue of Dual-Use Items and Technologies Subject to Import and Export Licensing (hereinafter referred to as ‘2023 Catalogue’), which took effect on January 1, 2023. The 2022 version was repealed at the same time.

Compared with the 2022 version, there are no changes of chemicals subject to both import and export licensing, i.e., 54 entries in Precursor Chemicals I and those chemicals listed in the monitoring inventory under the Regulations on Administration of Chemicals Subject to Supervision and Control*. They are all covered in the 2023 Catalogue.

* China implements a licensing system for the import and export of the following chemicals subject to supervision and control:

  • chemicals that can be used as chemical weapons;

  • chemicals that can be used as precursors for the production of chemical weapons; and

  • chemicals that can be used as main raw materials for the production of chemical weapons.

In addition, the chemical - potassium perchlorate is added to the 2023 Catalogue as a dual-use item subject to export licensing. Main entries in the 2023 Catalogue (consists of two parts) are summarized as the table below. Updates are marked in red.

4) Chemicals listed in the monitoring inventory under the Regulations on Administration of Chemicals Subject to Supervision and Control - 74 entries
