On December 31, 2024, the Ministry of Commerce and the General Administration of Customs co-issued the 2025 Catalogue of Dual-use Items and Technologies Subject to Import and Export Licensing (hereinafter referred to as 2025 Catalogue). The new catalogue has taken effect from January 1, 2025, replacing the 2024 version.
The items and technologies listed in this catalogue are regulated under the Measures of Dual-Use Items and Technologies Subject to Import and Export License Administration and other relevant laws and regulations. Licensing requirements apply to their import and export. This catalogue consists of two parts (i.e., import catalogue and export catalogue) and is required to be adjusted and updated annually.
Based on the Export Control List of Dual-use Items released in November 2024, the 2025 Catalogue has significant changes in its construction of export catalogue compared with the 2024 version. The 2024 version includes twelve sub-lists in its export catalogue, while the 2025 export catalogue contains only three. Except sub-lists of precursor chemicals and nuclear items and related technologies, most sub-lists in the 2024 export catalogue have been integrated into the sub-list 1) of the 2025 export catalogue.
For chemical industry, precursor chemicals and monitored chemicals in the 2025 Catalogue shall be paid high attention to, as new designations and adjustments have been made.
