Global Chemical Regulation Highlights | August 2023

In August of 2023, China consults on updating List of Toxic and Hazardous Water Pollutants. South Korea plans to adjust the critical tonnage band for new chemical registration from 0.1 t/y to 1 t/y from January 1, 2025. Australia adds 7 chemicals under AIIC. New Zealand confirms international regulators for hazchem assessment information. Vietnam considers amending national regulation on safety for hazardous chemicals.

China

 

On August 4, 2023, the Chinese Ministry of Ecology and Environment (MEE) opened a public consultation on the Draft List of Toxic and Hazardous Water Pollutants (2nd Batch). It includes 11 types of chemicals. Among them, 9 are organic chemicals and 2 are heavy metals and inorganic compounds. Comments are welcome before September 5, 2023. (Read more

South Korea and Japan

 

South Korea's congress is currently having an internal discussion regarding the amendments to K-REACH, aiming at updating the critical tonnage band for new chemical registration from 0.1t/y to 1t/y from January 1, 2025. The official circular will be issued in the coming future. (Read more)

Australia, New Zealand and Vietnam


On August 8, 2023, Vietnam's Industry and Trade issued a notification to consult on the implementation of National Technical Regulations on Safety in Production, Trading, Use, Storage and Transportation of Dangerous Chemicals (QCVN 05A: 2020/BCT). Stakeholders are welcome to send opinions to the Department of Chemicals. (Read more)

European Union and United Kingdom


Recently, the EU officially listed perfluorohexane sulfonic acid (PFHxS), its salts and PFHxS-related compounds in Annex I to Regulation (EU) 2019/1021(POPs Regulation). The manufacturing, placing on the market and use of these substances (on their own, in mixtures or articles) shall be prohibited. Specific conditions have been set. (Read more)

North America


On August 2, 2023, the U.S. Environmental Protection Agency (EPA) released a white paper as part of its Toxic Substances Control Act (TSCA) Risk Evaluation for Asbestos Part 2 - Supplemental Evaluation Including Legacy Uses and Associated Disposals of Asbestos for public comment and peer review. The white paper presents EPA’s quantitative approach for the human health assessment for part 2 of the risk evaluation for asbestos, which will include all fiber types and legacy uses. The agency will release the draft risk evaluation for asbestos part 2 for public comment early next year. (Read more)
