South Korea Proposes DBP, BBP and DEHP for Inclusion in K-REACH Authorization List

DBP, BBP and DEHP are proposed to be the first three substances subject to authorization under K-REACH. Once adopted, even if they have already completed registrations, authorization from the MoE will be required prior to production, import or use in South Korea.

South Korea’s Ministry of Environment (MoE) recently concluded the solicitation of comments on the proposal for prioritizing the inclusion of DBP (CAS No. 84-74-2), BBP (CAS No. 85-68-7) and DEHP (CAS No. 117-81-7) in the Authorization List under K-REACH. By the MoE Notice No. 2023-554, stakeholders were invited to submit their comments or information associated with these chemicals from October 6, 2023 to December 4, 2023, including:

  • Prioritization of these three substances for inclusion in the Authorization List;

  • Alternative substances or technologies, and their applicability and timing for use;

  • Exposure information and hazard management measures for different use purposes;

  • Dissenting/additional opinions on the risk assessment results;

  • Exemptions and grace period; and

  • Other matters related to the designation. 

The public comment period has now ended, and the MoE will probably develop a plan to add these three substances to the Authorization List based on the received comments. The Chemical Substance Evaluation Committee will then conduct deliberation, leading to the official designation and announcement. Once included in the Authorization List, these substances will not be permitted for market placement or use in South Korea after a specified ‘sunset date’, unless authorized, or exempted for the use.

Background

DBP, BBP and DEHP are among the eleven candidate substances selected from the list of 672 substances subject to priority management under K-REACH. The selection was based on factors such as hazards, domestic circulation volume, existing risk assessment results and control measures in South Korea and abroad. According to the Regulation on Designation, etc. of Substances Subject to Authorization released on August 25, 2022, the main procedures for designating substances subject to authorization under K-REACH are as the flowchart below shows.
