Korea Launches Self-Reporting Policy for Violations under K-REACH, Penalty Exemptions Apply

This policy aims to enhance small and medium-sized enterprises’ compliance with the legal obligations regarding chemical registration under K-REACH.

By MoE Announcement No.2025-124, South Korea’s Ministry of Environment (MoE) recently launched a self-reporting policy for violations under K-REACH, providing enterprises with an 8-month grace period (February 28 ~ October 27, 2025) to submit relevant materials. Exemptions from penalties will apply to violators who have reported their violations under K-REACH within the period. Penalties and strict administrative disposition are applied if violations are found after the voluntary reporting period ends.

Who shall report?

Any entities that have manufactured or imported chemical substances into South Korea before February 27, 2025, but fall under any of the violations below:

  • Failed to complete registration of new chemical substances (> 1 t/y) or existing chemical substances (≥ 1 t/y).

  • Failed to complete pre-registration of existing chemical substances (100 t/y ~ 1,000 t/y; grace period ended on December 31, 2024).

  • Failed to complete registration modification, in cases where the actual manufacture/import quantity exceeds the registered tonnage, there are any chemical use or hazard updates, or manufactured/imported chemical substances different from those have been registered, or pre-registered.

How to report?

Violators shall fulfill the self-reporting form and submit it with details about the manufacture or import activities via the online platform (kreach.me.go.kr). Violations self-reporting related to registration or registration modification shall be reviewed by the National Institute of Chemical Safety (NICS). Violations self-reporting concerning pre-registration shall be reviewed by the Korea Environment Cooperation (KECO).

This policy aims to enhance small and medium-sized enterprises’ compliance with the legal obligations regarding chemical registration under K-REACH. Notably, cases that are currently under indictment or investigation will be considered based on the outcomes of the self-reporting actions. 

After the self-reporting period ends, the MoE will collaborate with local enforcement agencies to conduct intensive on-site inspections of chemical companies, focusing on the compliance status of those that did not report. If any violations are found, existing penalties will be strictly enforced.
