Taiwan Extends 106 PECs Registration Deadline to the End of 2024

The registration period of 106 PECs is extended to 5 years due to the COVID-19 pandemic. Registrants can obtain a registration code even if they don’t submit hazard and exposure assessment information. Notably, the official review period won’t be extended.

SDS Authoring and Confidential Business Information in Taiwan

According to Article 10 of the OSHA, the employers shall label, make inventories, and display safety data sheets (SDS) for hazardous chemicals, and adopt necessary hazard communication measures. And the manufacturers, importers, or suppliers, before providing the chemicals to business entities or self-employed workers, shall label them and provide SDSs. The detailed requirements for the manufacturers, importers, and suppliers to disclose the information of hazardous chemicals are stipulated in the Regulations for the Labeling and Hazard Communication of Hazardous Chemicals (hereinafter referred to “the Regulations”).

Taiwan’s Standard Registration of 106 Priority Existing Chemicals

Taiwan’s standard registration for 106 priority existing chemicals (PECs) at or above one tonne a year began on January 1, 2020. According to the amendments of Taiwan's New and Existing Chemical Registration Regulation, the standard registration for the PECs should be completed within 2 or 3 years. The pre-confirmation of chemical commodities on the IT platform of Chemical Commodity Importation Pre-Confirmation has been implemented since 2016, which is at present voluntary. Taiwan’s Priority Management Chemicals under OSHA

Taiwan’s Regulation Governing Designation and Handling of Priority Management Chemicals (hereinafter referred to as the “Regulation”) is prescribed in accordance with Article 14 of the Occupational Safety and Health Act (hereinafter referred to as the "OSHA"), which requires manufacturers, importers, suppliers, or employers to report relevant handling information of priority management chemicals to the MoL. The regulation has been effective since 1 Jan 2015.
