GBZ 2.1-2019 Occupational Exposure Limits for Hazardous Agents in the Workplace Part 1: Chemical Hazardous Agents

Updates: On November 28, 2022, the National Health Commission of the People's Republic of China (NHC) announced to amend GBZ 2.1-2019 Occupational Exposure Limits for Hazardous Agents in the Workplace Part 1: Chemical Hazardous Agents. The amendment takes effect the same day it was released. GBZ 2.1-2019 is a compulsory national standard concerning occupational exposure limits for chemical hazardous agents on workplace, which is set to come into effect on 1 April, 2020. This standard has set occupational exposure limits for 358 hazardous chemicals, 49 kinds of dust and 3 biological agents(Beauveria bassiana & Subtilisins).This standard is applicable to the design of industrial hygiene and various workplaces existing or generating chemical hazards. It is made for the purpose of the monitoring, assessing and controlling of the hygiene and working conditions, exposure degree of chemical agents for workers, leakage of production facilities and the effect of protective measures on workplace, apart from the supervision purpose on occupational health. This standard is not applicable to unprofessional contact.

The Industry Code of Practice (ICOP) on Chemicals Classification and Hazard Communication 2013 is promulgated under Section 37 of Occupational Safety and Health Act 1994 (OSHA 1994) as a supportive technical guidance to implement the CLASS Regulations 2013. (Hereinafter referred as the “CLASS ICOP”)Generally speaking, the CLASS ICOP provides guidance on chemical classification and hazard communication, as well as a list of chemical substances that have been officially classified. CLASS ICOP adopts method and classification criteria in the 3rd revised edition of the UN GHS.

Taiwan: Occupational Safety and Health Act

Taiwan's Occupational Safety and Health Act (previously Labor Safety and Health Act) was promulgated by the Ministry of Labor(MoL) on 3 July 2013 and took effect on 3 July 2014. This Act is enacted to protect workers’ safety and health and to prevent occupational accidents. Work assigned to laborers by the employers shall be within a reasonable and feasible scope, with necessary preventative equipment or measures taken to prevent laborers from being involved in occupational accidents.

The Regulations on Labor Protection in Workplaces Where Toxic Substances Are Used was adopted at the 57th Executive Meeting of the State Council on April 30, 2002, which was promulgated by Decree No.352 of the State Council on May 12, 2002, and has been effective since the date of promulgation.The Regulations is enacted for the purpose of ensuring the safe use of toxic substances in workplaces, preventing against, controlling, and eliminating occupational poisoning hazard. It is applicable to labor protection against possible occupational poisoning hazards due to the use of toxic substances in workplaces. According to the hazardous degree of the occupational poisoning hazards caused by toxic substances, toxic substances are classified into general toxic substances and high toxic substances. The State exercises special control over the use of high toxic substances in workplaces.
