Recently, the Ministry of Emergency Management (MEM) of the People's Republic of China notified local authorities to assist enterprises that have obtained the Hazchem Operation Permit to fill in the corresponding information on the national platform - "Dangerous Chemicals Management Platform". According to an official from the MEM, the information filling deadline is 30 July 2023. However, specific due dates in different regions may differ depending on the different requirements of local authorities. Dangerous Chemicals Management Platform
This is a national platform launched by the MEM, aimed at consolidating the ledger information of enterprises nationwide that have obtained the Hazchem Operation Permit. It will contribute a lot to generate a centralized repository of hazardous chemical business information. Furthermore, the platform will enable the issuance and renewal of Hazchem Operation Permit certifications to be conducted through a centralized system in the future, streamlining the certification process and providing greater efficiency and convenience for businesses.

Procedure and Information Required
Enterprises that have obtained the Hazchem Operation Permit need to go through the steps below:
Sign up for the national platform (https://whjy.mem.gov.cn/#/web) and then log in;
Fill in basic information following the platform prompts, e.g., company name, legal person, date of establishment, etc.;
Submit the corresponding materials for official review, e.g., company's business license, Hazchem Operation Permit certificate (including original, duplicate copy and supplements);
If passed, relevant business information (e.g., scope of permitted business) can be queried on the platform by entering the company name or certificate number.
*If not passed, enterprises can make corrections according to the suggestions and submit again.
So far, tens of thousands of enterprises have completed the information filling to avoid any impact on future compliance work. The launch of this national platform enables both the government and enterprises to access the management information of Hazchem enterprises. Not only can the government understand the enterprises' management of hazardous chemicals across the country, but enterprises can also confirm compliance of their upstream and downstream partners through this platform. In the future, this national platform may replace the current systems in various provinces and cities, allowing enterprises to apply for a Hazchem Operation Permit or the renewal of their permits on a unified platform.
