Philippine Inventory of Chemical and Chemical Substance (PICCS)

The Philippine Inventory of Chemicals and Chemical Substances (PICCS) is a list of all existing chemicals and chemical substances used, sold, distributed, imported, processed, manufactured, stored, exported, treated or transported in the Philippines.

The first PICCS was published by DENR-EMB in 1995 and subsequently PICCS updates were published in 2000, 2002, 2005, 2008, 2011, 2013 and 2015 totaling over 47,000 chemical substances. Official online search channel for PICCS:

The PICCS Compact Disc version is available at the EMB and can be obtained by the public and/or industry representative upon submission of a letter of request and payment of a minimum fee of Php 300 (around 39RMB or 6USD) to cover operational expenses.

 PICCS contains the following information:

  • Chemical name and the Chemical Abstract Service number (CAS No.).

  • CAS Registry Index names that are assigned to chemicals in accordance with International Union of Pure and Applied Chemistry (IUPAC) nomenclature.

  • Common name of the chemical or chemical substance, only if different from CAS Registry Index name.

Obligations for Chemicals Listed/Unlisted

For chemicals not listed in the PICCS, they will be regarded as new chemicals in Philippines. Importers and manufacturers of these chemicals need to submit a Pre-Manufacturer and Pre-Importation Notification (PMPIN) to the Department of Environment and Natural Resources Environmental Management Bureau (DENR-EMB), to get a new chemical notification and secure clearance.

For chemicals listed in the PICCS, PMPIN is not required. Manufacturers and Importers then need to check out whether the chemicals are subject to Priority Chemical List (PCL) or Chemical Control Orders (CCO). The Bureau of Customs might require companies to prove that chemicals are listed on PICCS. Based on this request, entities should apply for PICCS certification.

PICCS Updating

Updating of the PICCS is done annually and includes all new chemicals that have been issued non-confidential PMPIN Clearance Certificates. A pre-condition for adding new chemicals into the PICCS is submitting a Notice of Commencement (NOC) of Import or Manufacture Form.
