Recently, the Philippine Environmental Management Bureau under the Department of Environment and Natural Resources (DENR-EMB) updated the online search system of the Philippine Inventory of Chemicals and Chemical Substances (PICCS)[1].
The first PICCS was published by DENR-EMB in 1995 and since then has been updated several times. The latest edition of PICCS is accessible here:

PICCS serves as the inventory of existing chemicals in the Philippines. For chemicals not listed in the PICCS, they are regarded as new chemicals and require Pre-Manufacture and Pre-Importation Notification (PMPIN) [2] in advance.
For chemicals listed in PICCS, if they are not further regulated under the Priority Chemicals List (PCL) or Chemical Control Orders (CCO)[3], they can be manufactured in or imported to the Philippines without market access restriction.
