According to the Jiangyin Bureau of Environmental Protection, the county-level city has started an overall survey on hazardous chemical manufacturing companies and found 154 of the companies are qualified to obtain the environmental management registration certificate for manufacture and/or use of hazardous chemicals.
With the effectiveness of the “Measure for the Environmental Management Registration of Hazardous Chemicals (trial)” on Mar 1, 2013, the Bureau set an implementation program and carefully investigated the production process of the HC companies within the city and submitted the application material of 154 HC companies to its superior department, the competent authority of environmental at city level. Once approved by the city department, the certificates will be issued to the companies by the Bureau. The Bureau acknowledged that general information of the HCs has been collected, which includes the type, volume, distribution of the HCs; the number and industry of the HC companies; and the characteristic pollutants of the HCs.
According to the MEP order 22, the manufacture and/or use companies of hazardous chemicals are obligated to obtain the environmental registration certificate for manufacture and /or use of hazardous chemicals. If the company constructs, reconstructs, expands the HCs manufacturing and/or using project, the registration certificate should be obtained before the project completion acceptance.
Both the application material of the general HC (non-HCPEC) companies and the HCPEC companies should be submitted to the county competent authorities of environmental protection and further submitted to the city competent authorities. If the submission of the general HC company is accepted, the city authorities will approve the registration and the certificate will be issued by the county authorities. However, after receiving the application material of the HCPEC company from the county authorities, the city authorities will conduct the onsite review on the company and further submit the relevant material to the provincial authorities. The provincial authorities will conduct the technical expert review over the materials. The certificate will be issued by the county authorities if the application of HCPEC company gets approved by the provincial authorities.
