China Publishes a Guideline for Self-assessment of Conformity under RoHS2

On 30th August, China Standardization Administration issued Notice 10 of 2019 to approve 501 national standards and the modification of 6 national standards. The Guideline of Conformity Assessment for Hazardous Substances in Electronic and Electrical Products (GB/T 37876-2019) was one of the approved standards and will enter into force on the 1st March 2020.

China MEP 7 Timetabled for Major Changes Based on Public Feedback Received to Date

During the training course of environmental management of new chemical substances held at Jinan on Sept 18, 2019, Ms. Ling Lu from China’s Solid Waste and Chemicals Management Center (SCC) under the MEE introduced that more than 500 comments on the proposed amendments have been received by Aug 16th, 2019.

China Introduces Guidance Framework for Environmental Risk Assessment of Chemicals

On Aug 26, 2019, China’s MEE and NHC (National Health Commission) jointly signed the Framework Guide for Technology Methods for Environmental Risk Assessment of Chemical Substances (Trial) (heretheaafter referred to as the Guide) which was posted on the website on Sept 3. The Guide serves as the supporting document for the Environmental Risk Assessment and Control Regulation for Chemical Substances.

Updates on China's IECSC Supplementation

China’s Ministry of Ecology and Environment (MEE) reopened the supplementation of China’s Inventory of Existing Chemical Substances (IECSC) on June 21, 2019. Manufacturers, importers, users of chemicals, industrial associations, etc. should submit their applications and relevant evidence to the MEE and apply for IECSC supplementation before Sept 30, 2019.

South Korea to Revise Hazchem Concentration Limits for Children’s Products

On Jun 4th, 2015, The Korean Agency for Technology and Standards (KATS) implemented a Special Act on Safety Management of Children’s Products for all products or parts/components designed for children under 13 years. Children’s products are regulated under the Special Act which is supported by the Common Safety Standards and product specific vertical standards.

K-REACH Amendments Approved to Accelerate New Chemical Registration

The trade war between Japan and South Korea has been steadily escalating. In response to the urgent requests from South Korea’s government to minimize industry losses during this difficult time, the Ministry of Environment (MoE) approved on Sep 16th by MoE Decree No.824 the amended K-REACH Enforcement Rules to include temporary measures to ease new chemical localization and promote R&D.

China MEE Consults on Management of Stationary Pollution Sources

On September 5, 2019, the Chinese Ministry of Ecology and Environment (MEE) issued the draft Notice on Improving Management of Emissions Permit and Registration of Stationary Pollution Sources, as well as two template documents (pollutant emissions registration form and notice of application receipt, to solicit public opinions. The consultation is set to end on September 20.
