Updates on China's IECSC Supplementation

As of Sept 12, 2019, the MEE has received applications from 55 enterprises or industrial associations to append the IECSC with 230 chemical substances. Manufacturers, importers, users of chemicals, industrial associations, etc. can also submit their applications for informational revision of existing chemical substances. The MEE has received applications for informational revision of 10 existing chemical substances.

China’s Ministry of Ecology and Environment (MEE) reopened the supplementation of China’s Inventory of Existing Chemical Substances (IECSC) on June 21, 2019 (CL News[1]). Manufacturers, importers, users of chemicals, industrial associations, etc. should submit their applications and relevant evidence to the MEE and apply for IECSC supplementation before Sept 30, 2019. 

During the training course on environmental management of new chemical substances held at Jinan on Sept 18, 2019, Mr. Xiaojian Liu from China’s Solid Waste and Chemicals Management Center (SCC) under the MEE highlighted the significance of the IECSC supplementation and encouraged relevant enterprises to submit their applications before Sept 30 as it is uncertain whether there will be another round of IECSC supplementation in the near future.

Mr. Liu introduced the working background, requirements and plans for IECSC supplementation. According to Mr. Liu, the MEE has received the applications from 55 enterprises or industrial associations for IECSC supplementation of 230 chemical substances up to Sept 12, and many evidentiary documents for IECSC supplementation are still under review.

In addition, Mr. Liu also indicated that relevant enterprises or industrial associations can apply for informational revision of existing chemical substances listed in IECSC in order to improve the informational correctness of existing chemical substances during the IECSC supplementation. Enterprises or industrial associations should list the information items of existing chemical substances, such as CAS number, Chinese name, English name, molecular formula, etc. that needed to be revised, supplemented or deleted in their applications. The MEE received applications for informational revision of 10 existing chemical substances.

The deadline for the IECSC supplementation is looming, Mr. Liu suggested that enterprises should speed up their applications for chemical substances that are eligible for IECSC supplementation and ensure the authenticity and relevance of their evidentiary documents.
