On 30th August, China Standardization Administration issued Notice 10 of 2019 [1] to approve 501 national standards and the modification of 6 national standards. The Guideline of Conformity Assessment for Hazardous Substances in Electronic and Electrical Products (GB/T 37876-2019) [2] was one of the approved standards and will enter into force on the 1st March 2020.
In the Implementation Arrangements for Conformity Assessment System [3], which was released in May, two methods of conformity assessment, namely the voluntary certification and self-declaration were recognized. For both compliance methods, the conformity declaration based on the self-assessment of conformity is important and necessary. The formulation of the Guideline will help promote the implementation of conformity assessment under RoHS2.
The Guideline stipulates the steps, content, and methods of the assessment for hazardous substances in electronic and electrical products (EEPs) for enterprises reference. The process of the self-assessment of conformity described in the Guideline is shown in Figure 1.

According to the Implementation Arrangement, all products in the Qualification Management Catalogue (First Batch) for China RoHS 2 [4] that are manufactured and imported after 1st November 2019 shall fulfill corresponding compliance obligations. This standard will help enterprises better fulfill the obligation of completing the self-assessment and preparing the self-declaration of conformity.
At last, alongside with the Guideline, two national standards for the detection of hazardous substances in EEPs were approved in Notice 10. Namely, they are:
GB/T 37840-2019 [5] Determination of volatile organic compounds in electrical and electronic products—Gas chromatography-mass spectrometry method; and
GB/T 37861-2019 [6] Determination of halogen in electrical and electronic products—Ion chromatography method.
They are going to enter into effect on 1st March 2020 as well.
