China Works on VOC Limits for Inks

According to the “Three –year Plan on Defending the Blue Sky”, mandatory national standards specifying VOC limits of coating, ink, adhesives, detergents, etc. are required to be established by 2019 and key regions will take the lead in executing such standards from Jul 1, 2020.

Zhangjiagang Port Halts Loading and Unloading of Hazardous Chemicals

On April 1, the Zhangjiagang Win Hanverky Container Terminal Co., Ltd. released a notice that, upon the request of the Zhangjiagang Environmental Protection Agency, the company will pause the loading and unloading of hazardous chemicals (except 19 items specified therein) starting from April 1.

Hazard Class for Desensitized Explosives to be Incorporated into China GHS

On Apr 4th, 2019, China’s Standardization Administration (SAC) announced on its website that 44 compulsory national standards (GB standard) were to be revised or formulated in one or two years. As scheduled, a new GB standard concerning the classification and labeling of desensitized explosives will be formulated by China’s Ministry of Industry and Information Technology (MIIT) in 12 months.

Australia Passes Remaining 3 Bills for AICIS and Consults on 2019 Draft General Rules

Following the approval of three bills in February, the remaining bills for the Australian Industrial Chemicals Introduction Scheme (AICIS) passed through the Senate on April 2 and received Royal Assent on April 3. Thus far, all bills relating to the new scheme have become law.

Japan Exempts 150 Existing Substances from Annual Notification

On Mar 29, 2019, the Japanese Ministry of Health, Labor and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI) and Ministry of Environment (MOE) announced the addition of 150 existing substances to the List of Substances Exempted from Notification of Manufacturing/Import Amount. The updated list now contains 2,847 substances in total.

Jiangsu to Close Thousands of Chemical Enterprises by 2020

On April 1st, Jiangsu’s provincial government issued a draft plan to slash the number of chemical production enterprises and chemical parks over the next 3 years. The plan is to eliminate chemical enterprises with low safety standards and severe pollution issues. The plan comes just several days after a deadly blast which killed 78 people in Xiangshui County, Yancheng in Jiangsu Province on 21 Mar 2019.
