On Mar 29, 2019, the Japanese Ministry of Health, Labor and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI) and Ministry of Environment (MOE) announced the addition of 150 existing substances to the List of Substances Exempted from Notification of Manufacturing/Import Amount. The updated list now contains 2,847 substances in total.
The list of substances exempt from notification consists of 9 sections, including

Section 4 | Low Molecular Carbo-polycyclic Organic Compounds |

Section 6 | Organic High Polymers Obtained by Addition Polymerization |
Section 7 | Organic High Polymers Obtained by Polycondensation |
Section 8 | Chemically Modified Starches, Oils and Fats, etc. |
Section 9 | Pharmaceutical compounds, etc. |

The listed substances (with the chemical name and MITI number) are out of the scope of the items defined under Article 2(2) and Article 3 of the Chemical Substance Control Law (CSCL) and recognized as not necessary to carry out the risk assessment. In accordance with Article 8 of Japan CSCL, they are exempt from annual notification of the production/import quantity, manufacturing sites, etc. regardless of the actual tonnage accumulated in the last year.
