South Korea Expands QR Codes Pilot to 39 Household Chemical Products subject to Safety Confirmation

South Korea’s Ministry of Environment (MoE) invited the industry to pilot QR codes for disinfectants last year (CL news). According to the newly disclosed data, in total 143 enterprises involving 227 disinfectant products participated the pilot scheme from October 2021 to June 2022. Building on its success, MoE from June 2022 expanded the use of QR codes to all household chemical products (39 sub-categories) that are subject to safety confirmation under K-BPR.

South Korea Bans 623 Household Products from Market in H1 2022

On August 11, 2022, South Korea’s Ministry of Environment (MoE) and the Korea Environmental Industry & Technology Institute (KEITI) announced that during the first half of 2022 there were 623 household products banned from manufacture, importation and distribution due to violations of safety and labelling standards under the Act on Safety Management of Consumer Chemical Products and Biocides (also called K-BPR).

South Korea Finalizes Criteria for the Designation of Candidate Substances Subject to Authorization (Updated on July 29)

A new Article 34(2) was proposed to be added into the K-REACH Enforcement Rules on February 18, 2022 by MoE Announcement No. 2022-90 to clarify the criteria for the designation of candidate substances subject to authorization. In line with the Article 34(2), the MoE notified WTO on February 18, 2022 the draft Regulation on Designation, etc. of Substances subject to Authorization (hereinafter referred to as Regulation) and then issued it on February 22, 2022 by the MoE Announcement No. 2022-91 for public comments.

On June 30, 2022, South Korea’s National Institute of Environmental Research (NIER) issued the Guide for Classification and Labeling of Mixtures (NIER-GP2022-027), which aims to help stakeholders to better comply with obligations under K-REACH and K-CCA.In addition to the Guide, a leaflet illustrating rules and methods of classification and labeling with various examples was issued as well.

South Korea Consults on Handling Standards for 360 Hazardous Chemicals

On July 21, 2022, South Korea’s National Institute of Chemical Safety (NICS) consulted on the draft amendments to the Regulation on Specific Handling Standards for Hazardous Chemicals. Any comments are welcome before August 10, 2022. Once these amendments are adopted and released to the public, they will take effect immediately.

Korea Delays the Adoption of New Limit for Lead in Metal Ornaments

On July 15, 2022, South Korea’s Ministry of Environment announced by the amendment to the Designation of Restricted Substances and Prohibited Substances (MoE Announcement No. 2022-138) that the implementation of restrictions on lead will be delayed. More specifically, the grace period for implementing restrictions on manufacture, import, sale, keeping/storage, transportation, and use of lead and its mixture (above 0.009% of lead) in metal ornaments is further extended by two years.

South Korea Revises the Persistent Organic Pollutants Control Act

On June 10, 2022, South Korea’s Ministry of Environment (MoE) issued an announcement to make public the revision to the Persistent Organic Pollutants Control Act to further clarify the control conditions of persistent organic pollutants (POPs) and strengthen the penalties against violations. The revision will come into effect on June 11, 2023.

South Korea to Conduct 2022 Safety Investigation of Consumer Chemical Products under K-BPR

On June 13, 2022, South Korea’s Ministry of Environment (MOE) issued a notice (hereinafter referred to as the Notice) on conducting safety investigation of approved consumer chemical products in 2022. According to Article 7 of the Consumer Chemical Products and Biocides Safety Act (K-BPR) and Article 9 of the Framework Act on Product Safety, MOE shall conduct safety investigation on the consumer chemical products under K-BPR every year.
