Japan Regs on Food Contact Materials and Positive List are Explained During CRAC 2019

On Sep 3, during the 11th Chemical Regulatory Annual Conference (CRAC) hosted by REACH24H Consulting Group in Xi’an (capital city of Shaanxi Province) , Akira Nakashima from the food marketing department of New Japan Accreditation Association (Shin Nihon Kentai Kyokai) delivered a speech explaining the supervision of food contact materials in Japan.

South Korea to Ease Chemical Regulations to Offset Impact of Japanese Export Curbs

The trade friction between South Korea and Japan has attracted considerable attention and led many (click here[1] and here[2]) in the Korean media to question MoE’s chemical regulations including K-REACH[3]and CCA[4]. In response to Korean media’s criticism of K-REACH and CCA, the MoE has issued several official explanations reiterating its stance and urging the public not to blame chemical regulation for material localization issues (CL news, click here[6] and here[7]). However, to appease concerns, MoE will amend the implementation of some regulations to minimize industry losses during this difficult time. In July, the Deputy Prime Minister of South Korea Hong Nam-ki offered details on proposed reforms during the 3rd Ministerial Meeting on Japan’s Trade Curbs, stating that the government will ease new chemical registration for R&D purposes. Japan Announces 210 New Chemicals Substances under CSCL

On July 31, 2019, the Japanese Ministry of Economy, Trade and Industry (METI), Ministry of the Environment (MOE), and Ministry of Health, Labor and Welfare (MHLW) released the Joint Notice No.2 [1], announcing the names, serial numbers, and MITI numbers of 210 new chemical substances under the Chemical Substance Control Law (CSCL).

Japan to Restrict Exports of Three Chemicals Key to Semiconductor Industry in South Korea

Japan announced that it will remove South Korea from the “whitelist” in the Export Trade Management Order through an amendment act, and South Korea’s imports from Japan will lose preferential treatment. The export of fluorinated polyimides, photoresist and high-purity hydrogen fluoride from Japan to South Korea will be subject to heightened restrictions, which will impact local high-tech industry.
