In recent years, China has seen remarkable growth in its coating market. According to China’s State Statistics Bureau (see chart 1), the annual production of coatings has grown steadily since 2007, increasing from 5.9728 million tons in 2007 to 18.9987 in 2016. Moreover, the production of coatings in the first half year of 2017 reached 9.641 million tons, with a growth rate of 10.5% compared to the same period last year.

The implementation of the Law of Environmental Protection Tax is one of the most important policy changes in China to occur within the last several years and certainly a legislative highlight at the beginning of 2018. The preparation for implementation has been underway for over a year and a lot of local governments have already carried out their own tax levels. Along with the Law, the implementation rules of the Law which were published in late 2017 took effect on the same day and specified some definitions and requirements that were raised by the Law. China has one of the world’s largest hazardous chemical manufacturing bases. The management of hazardous chemicals has always been a vital task for the Chinese government and involves a lot of governmental branches. Enterprises are required to register and apply for permits for the hazardous chemicals they deal with during manufacture and import. However, when it comes to transport, another concept of “dangerous goods” is brought in. The idea of “dangerous goods” is not exactly the same as “hazardous chemicals” and enterprises face different requirements from manufacture and import when transporting their chemicals. This article will try to examine the concept of “dangerous goods” and “hazardous chemicals” in China’s legal framework and summarize the differences between them.

An Analysis of China New Food Contact Material Substances in 2017

According to the article 37 of Food Safety Law, related safety assessment materials for new food-related products, such as new food varieties, new food raw materials, and new food additives, should be submitted to NHFPC (National Health and Family Planning Commission) for further evaluation. NHFPC (former MOH) is responsible for pre-market registration of food-related products (e.g. food contact materials, new food contact additives, etc.) and formulating and updating national food safety standards for those products.
