Taiwan MoL is consulting on the draft guidance on hazard and exposure assessment for new chemical substances. Exposure assessment is required if the new chemical substance is classified as hazardous after hazard assessment. New chemical assessment requirements under MoL and EPA are not identical.

Taiwan Existing Chemical Substance Supplementary Pre-Registration
May 17, 2016
Taiwan’s pre-registration of existing chemical substances ended on 31 Mar 2016. Registrants that missed the pre-registration deadline wishing to continue manufacture or importation should do supplementary pre-registration. Punishments will be imposed if the registrants self-reported and completed the supplementary pre-registration after Apr 1st.

Taiwan Chemical Commodity Importation Pre-Confirmation — Self-Declaration Border Control System Introduced

A voluntary pre-confirmation of chemical commodities on the IT platform of Chemical Commodity Importation Pre-Confirmation (CCIP) prior to importation was recently introduced in Taiwan. Stakeholders are encouraged to declare and confirm if there are any chemical substances subject to new and existing chemical registration according to Article 7-1 of Toxic Chemical Substances Control Act (TCSCA) and the Regulation of New and Existing Chemical Substances. Pre-confirmation on the CCIP IT platform (which will serve as a basis for post-market inspection) is administrated by Taiwan EPA and local environmental protection departments to support a better implementation of Taiwan’s chemical registration scheme.
