Taiwan Existing Chemical Pre-Registration Deadline Looms: Authority Urges Self Reporting of Registration Status

Taiwan’s pre-registration of existing chemical substances will end on the 31st of Mar 2016 (CL news). Although Taiwan EPA outlined a facility for late pre-registration of existing chemical substances, it should be noted that it is only applicable to chemicals manufactured or imported over 100kg/year for the first time after March 31. For those that miss the pre-registration deadline and still want to continue manufacturing or importing, late pre-registration is inapplicable and punitive measures will be imposed instead.

According to Paragraph 2, Article 35-1 of Taiwan TCSCA, manufacturers or importers of existing chemical substances which have not undergone registration will face a fine ranging from NT$30,000 to NT$300,000.

Stakeholders are recommended to voluntarily notify the authority of uncompleted pre-registration with formal statement (by post) if it is difficult for them to catch the deadline as Taiwan’s authority is now considering more lenient punishments for enterprises that self-report. These enterprises will be allowed to submit the dossiers during an extended period of time.
