South Korea Recommends Formation of Separate Consortiums for Nanomaterial Registration under K-REACH

Nanomaterials have been earmarked for special attention by South Korean policymakers due to their widespread use. South Korea’s MoE has advised companies to form separate consortiums during registration of a nanomaterial (see MoE’s notice) as the hazardous properties of a chemical can vary dramatically in nanoparticle form.

16,743 Existing Substances Pre-registered under K-REACH

South Korea’s pre-registration of existing chemical substances manufactured or imported over 1 ton per year ended on Jun 30th, 2019. The Ministry of Environment (MoE) recently released a summary of the pre-registered substances. The data was collected by Jul 19th, 2019 when the direct supplementation or update of the submitted information ended.

CICO, K-REACH’s SIEF System Finally Opens

On 7th October 2019, South Korea finally open the Chemical Substance Information Communicative Organization (CICO) to the public. CICO is the SIEF system used in K-REACH and is a hugely important topic for stakeholders. According to Article 10 of K-REACH, the existing chemical substances which are imported or manufactured over 1 ton per year shall complete pre-registration or late pre-registration to obtain a Grace Period for importation or production prior to formal registration. For enterprises that wish to register the same substance, it is necessary to join CICO first and then establish a "consortium" to prepare for joint registration during the grace period.

K-REACH Amendments Approved to Accelerate New Chemical Registration

The trade war between Japan and South Korea has been steadily escalating. In response to the urgent requests from South Korea’s government to minimize industry losses during this difficult time, the Ministry of Environment (MoE) approved on Sep 16th by MoE Decree No.824 the amended K-REACH Enforcement Rules to include temporary measures to ease new chemical localization and promote R&D.

South Korea Publishes FAQs on Notification of Products Containing Priority Management Substances
Sep 12, 2019
On 28th December 2018, two lists of 672 substances subject to priority management under K-REACH were issued by South Korea's Ministry of Environment. Notification of products containing priority management substances (including hydrates) is required before manufacture or importation if the content of a priority management substance exceeds 0.1 % w/w; and the total import or manufacture weight of the priority management substance in products is over one ton per year.
