K-REACH: Enforcement Decree Amendments

The Enforcement Decree of the Act on Registration and Evaluation, etc. of Chemical Substances (hereafter referred to as K-REACH Enforcement Decree) was revised on 26 Dec 2017 by Presidential Decree No. 28502. The updates came into effect immediately except for Article 31 Paragraph 4 and 5 which took effect since 1 Jan 2018.

Amendments on Data Requirements for China New Chemical Notification

The amendments on data requirements in China’s New Substance Notification Guidance were published on Aug 28th 2017 as an individual announcement (MEP Announcement No.42 of 2017), rather than being published as part of the full document of the revised Guidance. The amendments will take effect from Oct 15th 2017.

The draft amendments were introduced by Taiwan EPA at a seminar held in Taipei on 18 Jul 2017, including some significant changes to hazard & exposure assessment, review period, confidentiality validity, late pre-registration, annual reporting, etc.

Individual Registration Dossier Submission Strictly Controlled by ECHA

Recently, our company REACH24h was notified by ECHA regarding the substances which REACH24H is the lead registrant on behalf of our Non-EU clients. The communication letter detailed that for registrants of the same substance, joint submission obligation has been breached since ECHA received submission of separate registrations for the same substance. All registrants that violate the rule are required to jointly submit the required information of the substance within a limited period. If not, ECHA will revoke their registration number and reject the registration.

Taiwan’s Regulation Governing Designation and Handling of Priority Management Chemicals (hereinafter referred to as the “Regulation”) is prescribed in accordance with Article 14 of the Occupational Safety and Health Act (hereinafter referred to as the "OSHA"), which requires manufacturers, importers, suppliers, or employers to report relevant handling information of priority management chemicals to the MoL.
