Turkey has finalized its version of registration, evaluation and assessment of chemicals which is named using the acronym “KKDIK” (Chemicals Registration, Evaluation, Authorization and Restriction). The official publication of KKDIK has been expected since the release of its draft in September 2014 by Turkey’s Ministry of Environment and Urbanization (MoEU). However, the preparation has been delayed for more than one and half years due to the unstable political situation in Turkey. On Jun 23 2017, MoEU finally published the official version of KKDIK in Turkey’s Official Gazette.
As the industry already knew, KKDIK sets registration requirements on chemicals in the Turkish market. The registration deadline is Dec 31st 2023 and the deadline for pre-registration has been set as Dec 31st 2020. Three previous regulations are repealed and replaced by KKDIK, namely:
The Inventory and Control of Chemicals;
The Preparation and Distribution of Safety Datasheets for Hazardous Materials and Products (GBF);
The Restrictions Relating to the Production, Supply to the Market and Use of Certain Hazardous Materials, Products and Goods (KEK).
As ChemLinked reported, Turkey’s chemical industry has voiced a lot of concerns about the implementation of KKDIK. The biggest concern relates to costs associated with the acquisition of data required for registration of chemicals, which is mostly owned by European consortia. So the industry is waiting for further information from MoEU on the negotiations with EU on the issue of data sharing.
