Vietnam to Impose New Requirements for Industrial Chemical-Related Activities

On October 27, 2022, Vietnam’s Ministry of Industry and Trade promulgated the Circular No.17/2022/TT-BCT to amend and supplement a number of articles of Circular No.32/2017/TT-BCT, a circular that provides guidelines for implementation regulations of Law on Chemicals. The Circular will take effect from December 22, 2022.

Vietnam Revises Rules on Implementation of Law on Chemicals

On October 18, 2022, Vietnam’s Government issued Decree 82/2022/ND-CP to introduce amendments to the existing Decree 113/2017/ND-CP, one of many decrees supporting the implementation of the Law on Chemicals. The new Decree is set to take effect on December 22, 2022.

Taiwan’s Environmental Protection Administration (EPA) issued on July 21, 2022 the draft amendments of the Toxic and Concerned Chemical Substances Labelling and SDS Regulation (hereafter referred to as the “Regulation”). The draft proposal is currently undergoing a 30-day public consultation.

Brazil Moves Forward with Major Revision of GHS Standards

In September 2022, Brazil published the third draft of ABNT NBR 14725: Chemicals – Information about Safety, Health and Environment – General Aspects of the Globally Harmonized System (GHS), Classification, SDS, and Labeling of Chemicals. This proposed version is set to adopt the 7th revision of the UN GHS.

India DCPC and ILO Sign Agreement to Adopt International Chemical Safety Cards

On July 27, 2022, a Memorandum of Understanding (MoU) was signed at a seminar on the "Safe Use of Chemicals at Workplace" between the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers (DCPC) and the International Labour Organization (ILO) for adopting the International Chemical Safety Cards (ICSCs).
