Japan Updates SDS and Labelling Guidance under PRTR Law

The guidance enables industries to have ready access to information and references that have been collected for preparing SDSs and labels.

In October 2022, the Japanese Ministry of Economy, Trade, and Industry (METI) updated its comprehensive guidance on labelling and SDS preparation under the PRTR Law. The guidance in Japanese is now available on the METI website.

In Japan, the GHS system is mainly implemented under three laws, including the ISHL, the PRTR law and the PDSCL. Under the PRTR law, Class I and Class II designated chemical substances, as well as products with certain contents of these specified chemical substances (≥0.1% for Specific Class I designated substances and ≥1% for others), are subject to SDS and labelling requirements under the GHS framework. So far there are 515 Class I designated chemical substances and 134 Class II designated chemical substances (CL news).

The guidance (100+ pages) contains a package of information and materials comprising introductions to the target chemicals/products, affected enterprises, SDS delivery methods and SDS/label elements, etc., a guide on the preparation of SDS and labels, and tools and FAQs regarding the PRTR law requirements. The guidance also provides the details of the other two Japanese laws (ISHL and PDSCL) that set rules for SDSs and labels.

Compared to the 2021 version, the updated guidance:

  • Expand SDS delivery methods (CL news)

  • Update reference materials for preparing SDS and label, e.g., SDS guidance issued by JCIA in July 2022 (CL news)

  • Add user manual of the GHS Mixture Classification and SDS/Label Preparation System (NITE-Gmiccs) for preparation of SDS (other functions have been introduced in the 2021 version)

  • Update the list of Class I and Class II designated chemical substances in line with the revised Enforcement Order of PRTR (updated in October 2021)

Note: NITE-Gmiccs is a free tool on NITE’s website that companies can use to search for GHS classifications and create SDSs and labels.
