In September of 2023, China set the aim to enact the Law on Safety of Hazardous Chemicals by the end of 2028. Japan proposed to prohibit the manufacture, import, and use of PFHxS, its isomers and their salts, and prohibit the import of certain products in which such chemicals were used. Australia proposed changes to the rules regarding chemical introduction categorization, reporting, and record-keeping under AICIS. South Korea disclosed chemicals names and CAS numbers of 257 new chemical substances previously registered under K-REACH as their CBI protection periods expired. Indian officials clarified mandatory declarations of IUPAC name and CAS number for import on an offline meeting.

Malaysia Consults on Amendments to Industry Code of Practice on Chemicals Classification and Hazard Communication

On September 6, 2023, Malaysia’s Department of Occupational Safety and Health (DOSH) released proposed amendments to the Part 2 and Part 3 of the Industry Code of Practices on Chemicals Classification and Hazard Communication 2014 (ICOP CHC 2014). The deadline for submitting opinions is November 10, 2023.

Brazil Revises Domestic Standards to Implement GHS Rev.7

On July 3, 2023, Brazil's Association of Technical Standards (ABNT) officially released the revised national standard on GHS classification, SDS and labeling — ABNT NBR 14725:2023 Chemicals — Information about safety, health and environment — General aspects of Globally Harmonized System (GHS), classification, SDS and labelling of chemicals. The standard adopts 7th revision of the UN GHS. It shall come into force on July 4, 2025 with a two-year transitional period.

Japan Issues Recommended GHS Classifications for 170 Substances

On June 29, 2023, NITE announced the recommended GHS classifications for 170 chemical substances, of which 47 substances were newly classified and 123 were re-classified. The classifications were made in 2022 based on the JIS Z 7252-2019 standard that adopts UN GHS Rev.6.

Japan Seeks Public Feedback on Re-categorization of Substances Subject to SDS and Labelling Requirements

The Japanese Ministry of Health, Labour and Welfare (MHLW) has opened a public consultation period until July 20, 2023, seeking opinions on the revision of the Enforcement Order of the Industrial Safety and Health Law (ISHL). The purpose of the revision is to re-categorize substances that are subject to mandatory SDS and labelling requirements. It is expected to be finalized in early August 2023.
