Brazil Revises Domestic Standards to Implement GHS Rev.7

Companies have a two-year transitional period to ensure compliance with the updated standard.

On July 3, 2023, Brazil's Association of Technical Standards (ABNT) officially released the revised national standard on GHS classification, SDS and labeling — ABNT NBR 14725:2023 Chemicals — Information about safety, health and environment — General aspects of Globally Harmonized System (GHS), classification, SDS and labelling of chemicals. The standard adopts 7th revision of the UN GHS and will come into force on July 4, 2025 with a two-year transitional period. 

Compared with the previous versions, the standard has undergone a few major changes, including structural change from four separate standards to a single standard. Additionally, Safety Data Sheets are now referred to as Ficha de Dados de Segurança (FDS) in the updated version. 

Other significant updates in hazard classification, labeling and SDS are summarized below: 

Hazard Classification

1. Add a new class of physical hazards — "Desensitized Explosives";

2. Extend subcategories for "Flammable Gases" to include category 1A and 1B. "Pyrophoric Gases" and "Chemically unstable gases" are categorized under Flammable Gases category 1A;

3. Add a new class of environmental hazards — "Hazardous to the Ozone Layer".

Labeling

1. Add alternative labeling methods for small packages (≦250ml), including alternative forms of labelling, such as fold-out labels, blister packs or intermediate packaging;    

2. Add and change several hazard statements (H-phrases) and precautionary statements (P-phrases).

Safety Data Sheet

1. For Section 1, the local emergency number must be available 24 hours a day;

2. For Section 9, it is mandatory to indicate characteristics of the particles (applied to solids only).
