China Abolishes Coating Products Production Permit System

Coating industry no longer have to apply for production permits.

On Sep 30th 2016, China's General Administration of Quality Supervision Inspection and Quarantine (AQSIQ) issued the Implementation Rules of the Production Permit System for Industrial Products. The Rules apply to 60 industries and stipulate enterprise production permit application requirements. The Rules entered into effect a few days ago on Oct 30th 2016.

However, the 60 industries mentioned in the Rules don’t include the coating industry, which means that the government has abolished the production permit system for the coating industry. From Oct 30th on, the requirement to obtain a “Production Permit for Hazardous Chemicals – Coatings (XK13-00)” has been abolished and coating manufacturers no longer have to apply for production permits.

The change is a major boost to the coating industry. ChemLinked would like to remind enterprises of their other regulatory compliance requirements such as VOC emission limits.

Some chemical-related industrial products were included in the 60 products that need production permit, such as chlor-alkali, industrial gases, containers for hazardous chemicals, etc. The documents stipulated the requirements on the production process, production site, overhaul of the plant, production equipment, etc.
