On June 7, 2021, the Office of the State Council of China issued a letter [1] to inform related authorities and the public of the approval of listing 6 substances in the Catalogue and Classification of Precursor Chemicals. Related authorities include Ministry of Public Safety (MPS), Ministry of Commerce (MOFCOM), National Health Commission (NHC), Ministry of Emergency Management (MEM), General Administration of (GAC), and National Medical Products Administration (NMPA).
As follows, 4 substances will be listed as Category II Precursor Chemicals, 2 substances will be listed as Category III Precursor Chemicals:
methyl α-phenylacetoacetate, α-acetoacetanilide, 3,4-methylenedioxyphenyl-2-propanone glycidic acid, and 3,4-methylenedioxyphenyl-2-propanone glycidyl ester are approved to list as Category II Precursor Chemicals in the Catalogue and Classification of Precursor Chemicals; and
phenylacetonitrile and γ-butyrolactone are approved to list as Category III Precursor Chemicals in the Catalogue and Classification of Precursor Chemicals.
The Catalogue and Classification of Precursor Chemicals is the Appendix of the Regulations on the Administration of Precursor Chemicals (State Council Decree No. 445 of 2005). The precursor chemicals are classified into three categories. Category I includes the major materials that can be used for producing drugs. Categories II and III include the chemical agents that can be used for producing drugs.
For the precursor chemicals in Category II, transporters, importers/exporters shall apply for the permitting licenses; manufacturers, distributors, and purchasers of the precursors shall make record-keeping formalities. Importers and exporters of the Category III precursor chemicals shall apply for the permits of importing or exporting of the precursor chemicals, while the manufacturers, distributors, transporters, and purchasers shall make their record-keeping formalities to the competent authorities.
