On January 16, 2024, China’s Ministry of Industry and Information Technology, Ministry of Commerce, and the General Administration of Customs co-issued a notice to impose new regulatory measures for the import and export of mixtures containing low-concentration triethanolamine.
Specifically, non-medical disinfectants, synthetic detergents, cosmetics, inks and other consumer products with low triethanolamine content do not fall under the category of Triethanolamine (HS code: 2922150000) and its mixtures (HS code: 3824999950) regulated under Catalogue of Dual-Use Items and Technologies Subject to Import and Export Licensing, thus exempted from import or export license for dual-use items and technologies. The exempted list of low-concentration triethanolamine products can be accessed here.
The official has explained that the exemption of low-concentration triethanolamine products for certain uses is based on the controllable proliferation risks associated with them.
The rules shall take effect from February 1, 2024.
