China MOT: Gas Cylinders Containing 6 Gases Can Be Exempted From Certain DG Requirements

On Jul 11th 2017, Chinese Ministry of Transport (MOT) published a notice on the management of road transport of cylinders of 6 kinds of low-hazard gases.

The 6 gases are nitrogen, helium, neon, argon, krypton, and xenon. These 6 gases can bebe exempted from some requirements on dangerous goods if the packaging and quantity meet certain criteria. The detailed requirements are as follows:

Packaged in seamless cylinder in compliance with Supervision Regulation on Safety Technology for Gas Cylinder (TSG R0006)

Volume of single cylinder ≤ 50L;

Total volume of cylinders of a transport unit ≤ 500L.

Xenon (UN2036);

Volume of single cylinder ≤ 50L;

Total mass of Xenon in a transport unit ≤ 500kg.


Refrigerated liquid nitrogen (UN 1977);

Refrigerated liquid helium (UN 1963);

Refrigerated liquid neon (UN 1913);

Refrigerated liquid argon (UN 1951);

Packaged in welded insulated cylinder in compliance with Supervision Regulation on Safety Technology for Gas Cylinder (TSG R0006)

Volume of single cylinder ≤ 175L;

Total mass of gas in a transport unit ≤ 500kg.

If the gas cylinders meet above criteria then carriers are exempt from qualification requirements such as administrative permits, special vehicles, staff qualification, etc. But it should be noted that the cylinders themselves still need certain certificates and labels for dangerous goods.  MOT has been trying to lower the logistics cost and improve transport convenience for the industry under the premise of ensuring transport safety in recent years. The concept of the exemption on dangerous goods transported in limited quantities (LQ) or exempted quantities (EQ) was adopted in the draft version of Provisions on the Administration of the Road Transport of Dangerous Goods for the first time. In May 2016, MOT also loosened the requirements on the road transport of CO2 gas cylinders.
