On June 29, 2021, the Ministry of Transport of the People's Republic of China(MoT) issued a Notice on Further Regulation of Road Transportation Management of Medical MRI Machines and Limited Bottled Freon-type Refrigerant Gases (MoT Order 42 of [2021])[1] (hereinafter referred to as the "Notice"), which has yielded great results in alleviating the inconvenience of road transport of medical MRI machines and limited bottled Freon-type refrigerant gases.
According to the Notice, liquid helium (UN 1963) in medical MRI machines and Freon-type refrigerant gases (UN1018, UN3159, UN3337, UN3340 and UN1078) can be exempt from TDG requirements such as qualification of transport enterprises and practitioners , special vehicles requirements etc. and shall be managed as general cargo in road transportation when their packagings and transport quantities meet the below conditions.
Exemption Requirements for Liquid Helium in Medical MRI Machines
The liquid helium in the medical MRI mechine (UN 1963) shall be contained in double wall receptacles at a working pressure of less than 0.1 MPa and shall be equipped with at least one pressure relief device. The net filling mass of liquid helium transported per transport unit shall not exceed 500 kg.

Accompany with release of this Notice, the MoT also published two guidance documents, the Medical MRI Machine Road Transport Guide and the Limited Bottled Freon-type Refrigerant Gas Road Transport Guide[3] to detail safety operation requirements for consigners and carriers in transporting medical MRI machines and limited bottled Freon-type refrigerants, as well as the emergency response plan in case of leakage or traffic accidents.
The exemption of medical MRI machines and limited bottled Freon-type refrigerant gases as general cargo to be transported is an initiative taken by the MoT to realize the gradual integration of laws and regulations with international standards under the premise of ensuring transportation safety, which will contribute to transportation convenience and ease compliance burden for industry.
