China MOT Authorizes Exemptions for Road Transport of CO2 Cylinders

In order to encourage safe and convenient transport of carbon dioxide gas cylinders (UN 1013), meet the social demands and lower the logistics cost, on April 6, China Ministry of Transport (MOT) published Notice on Matters Related to Further Standardizing Administration of Road Transport of Carbon Dioxide Gas Cylinders of Specified Quantities.

In accordance with the Notice, transporting carbon dioxide in cylinders is not subject to the requirements specified in Provisions on the Road Transport of Dangerous Goods (MOT Order 2 of 2013) on dangerous goods license, special vehicles, employee qualification and transport routes and time periods if all of the following conditions are met:

  1. The cylinders are compliant with TSG R0006: Supervision Regulation on Safety Technology for Gas Cylinder;

  2. The cylinders should be labeled in accordance with GB 16804: Precautionary Labels for Gas Cylinders;

  3. The nominal volume of each cylinder is not more than 50 L; and

  4. The total net mass of carbon dioxide per transport unit is not greater than 500 kg.

A guidance document was formulated under the joint effort of MOT, China General Chamber of Commerce (CGCC) and China Industrial Gases Industry Association (CIGIA) to help related carriers better understand the quantity limitations eligible for the exemptions, shippers’ responsibilities, carriers’ responsibilities and emergency/accidental release measures.

In accordance with Article 70 of MOT Order 2 of 2013, Ministry of Transport can decide which dangerous goods can be transported and managed as non-dangerous goods based on the submissions of relevant industry associations and after expert consultation.
