On May 07, 2022, China's Ministry of Industry and Information Technology (MIIT) published a notice on the draft amendments of GB 31241-2014, which was renamed as Lithium Ion Cells and Batteries Used in Portable Electronic Equipments―Safety Technical Specification. Public consultation will end on June 06, 2022.
The current standard GB 31241-2014 Lithium Ion Cells and Batteries Used in Portable Electronic Equipments―Safety Requirements was released on December 5, 2014, and officially implemented on August 1, 2015. In recent years, with the development of new products and technologies, as well as the continuous updates of international standards, some revisions are proposed to further refine the lithium-ion batteries standard and promote the healthy development of lithium-ion battery industry in China.
Highlights of the proposed amendments are as below:
Revising definition of lithium-ion cell and batteries, rated capacity, upper limited charging voltage, etc.
Revising test methods of samples, test order, procedures of charge and discharge, etc.
Revising requirements for safe working parameters, labeling and warning statements, etc.
Deleting tests for external short-circuit at normal temperature in Chapter 6 and high voltage resistances in Chapter 10.
The standard applies to lithium-ion batteries and battery packs for portable electronic products. Examples of applicable products are as follows:
Portable office products: notebook computers, PDAs, etc.;
Mobile communication products: mobile phones, cordless phones, Bluetooth headsets, walkie-talkies, etc.;
Portable audio/video products: portable TV sets, portable DVD players, MP3/MP4 players, cameras, video cameras, voice recorders, etc.;
Other portable products: electronic navigators, digital photo frames, game consoles, e-books, camera equipment, power banks, etc.
